Rural Electrification

In 10 years (2004-13), Congress Govt. electrified 1,08,280 villages
i.e., an average of 12,030 villages per year.
Prior thereto, Congress had electrified 5,79,012 villages.

BJP merely changed the name of ‘Rajiv Gandhi Gramin Viduyatikaran Yojna’ to `Deen Dayal Upadhyay Gram Jyoti Yojna’.

BJP promised to electrify 18,452 un-electrified Villages within 3 years but electrified only 14,528 villages i.e. a mere 4,842 villages per year with 4,014 villages still remaining.


Unmaking of the Urban Infrastructure

Congress Govt (2004-14) made a pioneering scheme i.e. JNNURM sanctioning 64,882 Cr for Urban Infra.

BJP Govt. replaced JNNURM with a parochial, AMRUT. Even AMRUT bleeds: Released allocations are below 30%.

CAG slams Modi Govt for failing to utilize funds for Ganga rejuvenation

An anguished Supreme Court observed,
“Will Ganga be cleaned in this century or not?”

NGT said, “Public money wasted, not a drop of Ganga clean.”

As per CAG, Out of Rs 20,000 Cr budget, BJP allocated a mere Rs 5,378 Cr. (26.89%) and utilized an appallingly Rs 2615.17 Cr (13%)

Parliamentary Standing Committee observes “The committee is concerned to find that as against a total fund allocation of Rs 48,548 crore for the six flagship programmes viz. AMRUT, HRIDAY, Smart Cities, Swachh Bharat, National Urban Livelihood Mission and PM Awas Yojna, the actual utilisation is only 21.6%, ie. Rs 7851 crore out of Rs 36194 crore released since the launch of these schemes,”

In the case of SMART cities, the utilization till March 2018 of funds in past three years is the lowest at just- 1.8%

Reality of Ujjwala Yojana

20 months after the launch of the much hyped Ujjwala Scheme, the actual objective of the scheme is failing.

Under the scheme, the government provides a subsidy of Rs 1,600 -which covers the security fee for the cylinder and fitting charges. Scheme allows beneficiaries to pay for the stove and the first refill in monthly installments. However, the cost of all subsequent refills has to be borne by the beneficiary household. This is where the scheme is failing.

CAG Notes that although LPG connections across India has increased by an 16.26%, since the scheme was launched, the use of gas cylinders increased by only 9.83%.

CAG report notes that in 2015-16, households with LPG connections were using an average of 6.27 cylinders in a year. But after the scheme was launched, the number of cylinders used on average had come down to 5.6.

Killing ‘Skill India’

Congress Govt. constituted “National Skill Development Corp” in 2013 to skill India’s youth.

BJP renamed it as “Skill India”.
